• The City of San José's (City) Department of Parks, Recreation and Neighborhood Services (PRNS) is seeking proposals from agencies to implement prevention services and awareness initiatives to reduce the risk of opioid overdoses and deaths.

• Summary of proposed project

  The Opioid Overdose Prevention (OOP) grant program is part of the City’s efforts to combat the ongoing opioid crisis, funded through a settlement received from pharmaceutical companies and major opioid distributors. A total of $825,000 has been allocated to the Department of Parks, Recreation, and Neighborhood Services to support nonprofit organizations in implementing targeted education and prevention programs during program year 2026.

   

  These programs aim to reduce opioid overdoses and deaths by focusing on providing essential resources, awareness initiatives, and educational tools to mitigate opioid abuse in vulnerable communities.    

   

   

  The OOP Program thus developed a scope of services to reflect this approach focusing on two Service Areas: 

   

  1. Prevention of Opioid/Fentanyl Misuse:  

   

  • Provide school-based and youth-focused programs that discourage or prevent misuse.
  • Provide school-based or youth-focused programs or strategies that have demonstrated effectiveness in preventing drug misuse and seem likely to be effective in preventing the uptake and use of opioids.
  • Implement evidence-informed programs or curricula to address mental health needs of young people who may be at risk of misusing opioids or other drugs, including emotional modulation and resilience skills.
  • Community-based education or intervention services for families, youth, and adolescents at risk for Opioid Use Disorder and any co-occurring substance use disorder or mental health conditions.

   

  2. Prevention of Opioid/Fentanyl Overdose:

   

  • Increased availability and distribution of Narcan to treat overdoses for outreach workers or other members of the general public.
  • Training and education regarding administration of Narcan to treat overdoses for families, schools, community support groups, and other members of the general public.
  • Provide training in harm reduction strategies to students, peer recovery coaches, recovery outreach specialists, or other professionals that provide care to persons who use opioids or persons with Opioid Use Disorder and any co-occurring Substance Use Disorder or Mental Health conditions.

  • Provide comprehensive wrap-around services to individuals in recovery, including housing, transportation, job placement/training, and childcare.

  • Provide mobile intervention units that provide referrals to harm reduction services, recovery supports, health care, or other appropriate services including treatment for persons who use opioids or with Opioid Use Disorder (OUD) and any co-occurring substance use disorder or mental health conditions and for persons who have experienced an overdose.
  • Support evidence-based withdrawal management services for people with OUD and any co-occurring mental health conditions.

   

  Pre-Proposal Workshop

  Virtual Pre-Proposal Workshop to discuss grant purpose, priorities, timeline, WebGrants, Q&A process, etc. will be held via Zoom webinar on August 28, 2025, 10:00 a.m.-12:00 p.m.

  Question Submission Period

   

  Period 1:  August 14 – August 28, 2025.  Responses will be posted on September 4, 2025.

  Period 2:  August 29 –  September 12, 2025.  Responses will be posted on September 19, 2025. 

   

   

   

  Eligibility

   

  To be considered for a Opioid Overdose Prevention Grant from the City of San José, applicants must meet all entry criteria at the time of submitting a proposal. Applicants who do not meet all entry criteria will not be considered and the application will not be evaluated for qualification.

   

  Applicants must be one of the following entities:

   

  • Government agency

  • Private nonprofit agency with 501 (c)(3) status

   

  Previously funded agencies must be in good standing with the City of San José. Past performance may be included in the criteria used to determine eligibility for this funding cycle.
